In 2004, first-time Congressional candidate Kirsten Gillibrand defeated a four-term incumbent by six points in a district with a decided Republican registration advantage. In 2006, Chet Culver emerged from a competitive primary election and then defeated a popular Congressman by a healthy ten point margin in the race for Governor of Iowa. In 2008, U.S. Rep. Carol Shea-Porter, widely viewed to be the most vulnerable member of Congress in the nation, defeated her challenger in a true swing district. And in a series of special elections that had critical national implications, GSG helped guide three Congressional candidates – Scott Murphy (NY-20), Bill Owens (NY-23), and Mark Critz (PA-12) – to important victories in what were considered by most to be uphill battles.
